Professor Lowe chaired the Defra Vets and Veterinary Services Working Group which investigated concerns regarding the reducing number of veterinary graduates entering large animal practice and the potential impact of this on the food supply chain and public health. Professor Lowe’s 2009 report recommended the establishment of a veterinary development council to guide the long-term development of veterinary services and help meet the demand of the food sector.
